Bill capitalizes on the talent of Quantum’s practice groups and our clients’ key advisers to insure the strategies are implemented and our client’s objectives are met.

He also leads the Investment Department and establish investment guidelines that are tailored to his clients’ objectives. Quantum’s multi-dimensional approach to portfolio construction combines different asset classes geographical regions and investment styles, and creates portfolios in line with investors’ goals and risk tolerance. Prior to joining Quantum, Bill held various senior positions at SEI Investments, Russell Investment Group, DuPont Capital Management, Pitcarin Trust Company and Davidson Capital Management.

Bill is a graduate of the Wharton School of Business. He served in the United States Marine Corps and is a member of the CFA Society Philadelphia. He is an active member of various nonprofit organizations including the Marine Corp League, Colon Cancer Awareness and the First State Police Foundation.

 Bill is currently the athletic director for St. Cornelius Parish, and is the founder and past President of the Brandywine Valley Baseball Organization. Currently, he is a member of the Delaware Veterans Post #1 and the Concord Country Club. He resides in Chadds Ford, Pennsylvania with his wife Barbara and their 6 children.


As a director Kathleen functions as the Operations Manager for our clients HR Department. She coordinates the Quantum implementation team, third-party vendors, and the clients internal team. After the implementation she drives the client relationship- continuously working with the client, proactively identifying issues, and coordinating the resources from Quantum practice groups to maximize efficiencies, reduce the clients liability, and increase employee satisfaction.

Prior to joining Quantum she worked with Accenture’s management consulting group for 5 years and previously she spent approximately 20 years working positions at Wyeth-Ayerst International, AstraMerck, AstraZeneca, Gestalt, Accenture, and American Family Life Assurance Company. In addition, she owned her own personal fitness training business; a passion she still exhibits today, which guides her in her approach to working with individuals.

Over Kathleen’s 20 years as a business professional she spent time spanning finance, communications, employee benefits, marketing, and sales operations. Over her diverse career she worked in the pharmaceuticals, technology, and the insurance industry. She consistently developed innovative solutions for her clients.

 When the opportunity arose to partner with Quantum Strategies, she could not resist the challenge to expand her communication skills and be part of a business that provides comprehensive solutions to their clients.

 Kathleen has demonstrated her ability to manage and implement simultaneous, complex projects consistently on time and within the budget. She is creative in finding solutions and in maximizing productivity of people, processes, and systems. Kathleen realizes the ultimate goal of putting the client first and building strong, productive relationships.

 It is her strong communication and support skills that shine through. She is resourceful in identifying areas of need, while implementing the proper people and processes to get the job done effectively.

Kathleen is a graduate of Cabrini College with a BA in Organizational Management.

Dave has more than 25 years of senior level human resource experience across the full range of policy and organizational climates. His corporate experience includes key senior positions with the U.S. Air Force, Southeast National Bank of Pennsylvania, the U. S. Nuclear Regulatory Commission, and Amtrak.

As a partner of Quantum, Dave helps clients build their HR infrastructure. His broad experience includes performance management, staffing and training, organization development and policy development. He also specializes in coaching senior managers in startup, growth and stable organizations.
Dave manages and directs a wide variety of programs and assignments tailored to clients’ specific needs by bringing expertise derived from director-level responsibilities for employment, labor relations, training, compensation, benefits, employee assistance, affirmative action, and human resource information systems.

Dave has a Master’s degree in personnel administration and management from George Washington University’s School of Government and Business Administration. He’s also a graduate of the University of Virginia’s Executive Development Program and the Air Force Leadership and Management Development Center’s Professional Personnel Management Program.


Ford’s role at Quantum Strategies is to truly understand the client’s personal and professional dynamics to achieve their goals in the most efficient manner possible. He creates plans which meet clients’ needs, risk tolerance, and lifestyle and alters those plans to meet changing objectives.

To compliment the Family Business planning practice, Ford specializes in designing strategic plans for non-profit organizations, institutions, and charitable foundations, helping them reach the highest level of success.

Ford lends his time to supporting many community and philanthropic organizations. He serves on the Board of the First State Police Foundation, Boys & Girls Club of Delaware, Committee Member for Brandywine High School Stadium, Assistant Baseball Coach at Brandywine High School and Naaman’s LL Tee Ball.

Prior to joining Quantum Strategies Ford held positions with MetLife & Swarthmore Financial Services. He attended the University of Delaware and holds his Series 6 and Series 63 licenses.

A lifelong Delawarean, he grew up in Smyrna, spends summer time in Dewey Beach, and lives in Wilmington with his wife Marie & 2 young children. He loves hunting, fishing, golf, & baseball.


As an HRIS Coordinator, Katie works closely with our clients HRIS systems and benefits platforms to provide quality service and customizations to suit our client’s needs.  She works with integration across many different platforms and technologies. In addition, Katie supports several members of our team by assisting with implementation, maintaining employee records, answering client questions and completing various HR related tasks.

Katie graduated from the University of Delaware and was an athlete all four years. While at Delaware, she worked with several computer software programs and scripting languages. She loves applying her technical and personal experience to the team atmosphere Quantum provides. She lives in West Chester, Pennsylvania.


As an HR Consultant, Ani actively understands our client’s Human Resource challenges across a myriad of functions and provides strategic solutions that help them be more efficient and effective. In addition, Ani also advises on compliance & policies, HR analytics reports, talent management/engagement tools, HRIS implementation and other focused human capital projects.

Prior to joining Quantum, Ani worked at Goldman Sachs as an HR Program Manager. He graduated with an M.S in Human Resources and Employee Relations from the Pennsylvania State University and Bachelors in Business Management from Christ University, Bengaluru, India. He is fluent English, Hindi, Kannada, and also can speak and write in Sanskrit. He loves playing tennis and contributing to local social programs in his personal time.

Joanne is responsible for the management of the company’s accounting function and internal financial reporting, as well as the day to day processing of Quantum’s back office transactions. Additionally, she is available to assist clients with payroll related matters. With reporting experience in the service, retail, and construction industries, she holds a Bachelor’s Degree in Supply Chain Management from Penn State University and a Masters in Accounting from Long Island University, CW Post.

Joanne is a 20 year resident of the Glen Mills community where she lives with her family and two dogs.


As operations coordinator, Karen is direct support for the chief strategist and serves as point of contact between the executives and internal/external clients.  She acts as liaison among all departments and assist with the day to day functions of our office.

Prior to joining Quantum Strategies, Karen spent seven years in a similar role at Metal Strategies in West Chester. She supported the managing director, managing the day to day operation of office, as well as maintaining databases for economic reporting in the steel and metal industry.

Karen is a graduate of Jacksonville University with a B.A. in Communications.

Karen has lived in the Chadds Ford area for over 10 years with her husband and three children. She volunteers her time at a local high school working with stage lighting and design. On the weekends you can find her at various sporting events for her son.


Michelle-Renee’s role at Quantum Strategies is focused on the benefits administration and on-boarding of new hires for our clients. She acts as a liaison between third-party vendors and clients to ensure legal compliance and the applicable federal and state requirements and regulations for all HR practices.

Michelle-Renee has an extensive background in organizational operations. For over a decade, she worked for three affiliate locations of a national non-profit focused on women’s issues. As a Center Director, she ran the day-to-day operations including benefits administration, onboarding & training, and raising funds through charity events and direct marketing campaigns. Most recently, Michelle-Renee worked in marketing operations for Comcast Spotlight where she oversaw the life-cycle of client ad campaigns and managed the corporate reporting of PSA’s.

Michelle-Renee enjoys solving sudoku puzzles, creating music playlists and traveling abroad. She and her husband actively volunteer in the community and at church when they’re not at the Jersey Shore. She has a B.A. in Business Communications from Rosemont College.


Zach’s role at Quantum is to provide a variety of HR services to our clients. These services include, but are not limited to, onboarding candidates for our clients through Paylocity, assisting our client’s candidates with the background process required to be hired, and maintaining records for our candidates’ clients.

Representative for PrimePay.

Zach received his Bachelors of Science in Business Administration while concentrating in Management from Pennsylvania College of Technology, an Affiliate of the Pennsylvania State University

Hal S. Hershgordon is a trusted advisor who provides independent and objective comprehensive and segmented personal financial counseling in areas including estate planning, retirement, investment, risk management, taxation, compensation and benefits, education funding, and philanthropy. Hal is a professional speaker having addressed hundreds of CPAs and Financial Advisors on business, financial, tax, and legal topics on behalf of numerous State CPA Societies including Pennsylvania, Maryland, Virginia, and Minnesota. Hal is a victim’s advocate having successfully collaborated with attorney colleagues and experts to secure just client remedies in a variety of legal matters including a recent multi-million dollar business dispute verdict. Hal has more than twenty-five years of diverse experience including the practice of accounting, law, and personal finance.

Hal is a graduate of the Temple University Fox School of Business and the Temple University Beasley School of Law (JD). He is a member of the Pennsylvania and New Jersey Bars, is a Certified Public Accountant (CPA), and is a Personal Financial Specialist (PFS) as accredited by the American Institute of CPAs. Hal possesses a rare multidisciplinary perspective, which has been developed through his diverse educational background and augmented in his practice. Hal has served in senior management and leadership positions within financial services organizations including Deloitte & Touche, Pitcairn Trust Company, KPMG, and Laventhol & Horwath.

Hal has spoken frequently to members of various professional organizations and employee groups. He has appeared on radio, written articles, and has been asked to consult with the media on timely and relevant matters of personal finance. Hal has enjoyed serving a national client base which include closely-held business owners, executives, and high net worth individuals.

Hal enjoys travel, theater, and participating in philanthropic and community activities. Such as his involvement with blind golfers, ballet companies, as well as youth baseball, soccer, basketball clubs, and related programs.


As a HR Manager and Payroll Specialist, Amy provides Quantum Strategies clients with expert payroll services and a variety of HR skills. In this role, she brings her vast experience and exceptional customer service to all clients. She also supervises the 401(k) and 403(b) Administration along with  providing HR Management and Payroll Administration.

Prior to joining Quantum Strategies, Amy worked as an HR/Payroll Specialist with SERV Behavioral Health System where she processed full cycle payroll for over 700 employees. While at SERV and through her previous employers she gained knowledge in full cycle recruitment, employee relations, benefits and leaves of absence.

Amy received her Bachelor of Business Administration in Human Resources Management from Temple University. She currently resides in Mount Laurel, NJ with her husband and two sons.


Mike has many roles at Quantum Strategies. Primarily, his focus is handling the day-to-day operations for the Quantum team. In addition, Mike works closely with the investment team as an analyst. He works with the Chief Strategist to analyze financial data, monitor portfolios, and help create and monitor financial models. Mike works to improve performance by analyzing the results, monitoring variances, identifying trends, and recommending actions. He assists in uploading data to the quantitative models.

Mike graduated from West Chester University with his Master of Public Administration. Previously, he received his BA degree from The Pennsylvania State University in Broadcasting and Communications. During the course of his education, Mike has had work featured on forums ranging from Philly.com to ESPN.

Mike has a wife and son, and resides in West Chester.


John is a Human Resources Manager and Relationship Manager focusing on retirement plan administration outsourcing and absence management.  John works directly with clients to streamline their practices, create and improve processes, and resolve issues.

Prior to Quantum, John was a Retirement Sales Consultant for Lincoln Financial Group, concentrating on government market retirement plan growth.  John served in both sales consultant and implementation manager capacities at the Vanguard Group, converting new clients to Vanguard’s platforms.  John holds FINRA Series 6 & 63 licenses as well as a Life, Accident and Health license from the State of Pennsylvania.

John earned his Masters of Industrial Relations (MILR) from Cornell University and his Bachelor of Arts from California State University – Fullerton.  John is a Marine Corps veteran, avid Crossfitter and resides in Manayunk.


Zoe is a HR Consultant at Quantum Strategies. Zoe assists with administering clients benefits programs, administers benefits enrollment material and maintains the employee HRIS system.

Prior to working at Quantum, Zoe worked as a HR Administrator at Communications Construction Group. While in this position, Zoe gained experience in onboarding new hires, maintain the HRIS system, compliance and employee relations investigations, creating job descriptions and assisted in administering benefits.

Zoe received her Masters in Industrial/Organizational Psychology from West Chester University and her Bachelors in Psychology from York College of PA.


Nancy functions as an operations manager for our clients. Once the problems are identified, she works with the implementation of the new client, driving  the relations, and making sure all their needs are being met in all the aspects of each practice group. She makes sure that all clients have the right resources there from implementation through the client on boarding to ongoing servicing ever changing needs. She also serves as a practice leader in our special needs team.

Prior to joining Quantum, Nancy spent over 25 years as an HR and Risk Management Executive as well as a Bank Officer. In her most recent position, Nancy was the Chief Human Resource Officer and Risk Management Director for Specialized Education Services, Inc., an organization with over 1200 employees. She provided leadership and direction in the areas of strategic planning, compensation, benefit programs, employment law compliance, policy development, talent management, employee relations, payroll management, property and casualty insurance programs, workplace safety, emergency preparedness, claims management, workers compensation, and commercial lending.

Nancy graduated from Rider University with a Master of Business Administration degree, and previously received her Bachelor of Business Administration degree in marketing, Summa Cum Laude, from Ohio University. She resides with her family in Doylestown, PA and is President-elect of the Kiwanis Club of Central Bucks, part of Kiwanis International, Inc., a global organization of volunteers dedicated to serving the needs of children through local service projects and fundraising in their communities.


Karen is part of the Quantum HR Team. She provides executive recruiting services to our HR clients and supports Quantum’s robust management training program. As a member of our HR Practice group she also participates in the planning, implementation, and evaluation of HR policies, programs, and practices for our clients. In addition, she ensures legal compliance by addressing client questions on current government policies and procedures and how they impact company policies.

Prior to joining Quantum, Karen held various HR positions at MassMutual, Unisys Corporation, Hertz Corporation, Reuters and Allstate where she obtained her P&C license. For several years while raising her family, Karen consulted and participating in building a successful family business. Karen is a graduate of East Stroudsburg University where she obtained a BS in Management.

Karen currently resides in King of Prussia, Pennsylvania with her three children, two dogs and a bird. In her spare time, Karen enjoys running, yoga, traveling and spending quality time with her family and friends.


Adam is currently in the Quantum Strategies Management Training Program, where he works alongside various senior relationship managers and assists them with his or her existing clients. The assignments he is focused on involve areas such as investment management, financial planning and HR outsourcing.

Prior to joining Quantum’s Management Training Program, Adam successfully completed Quantum’s one-year internship program, where he served as a financial analyst in training.

Adam graduated from Pennsylvania State University in 2019 with a B.S. in Enterprise Risk Management from the Smeal College of Business.


Jerry’s role at Quantum is to understand, organize, update and optimize Quantum’s SOPs and operations.  He is talking to most of the staff to learn how each member integrates and contributes to Quantum’s overall operations. He is reporting to Kathy Pileggi.

Prior to joining Quantum Strategies, Jerry worked in various positions of project, process and product engineering in the semiconductor and medical device industries. Jerry is versed in project management, process optimization and lean production.  He was worked with multi-cultural, worldwide projects teams and hopes to bring his technical background knowledge to improve Quantum’s operations.

Jerry received his Bachelors of Science in Engineering from Drexel University and a Masters in Business from Lehigh University, and has taken post graduate classes in project management from Penn State University Great Valley continued professional studies.


As a Payroll and Benefits Coordinator, Shannon is the point of contact for Quantum’s benefits enrollment platform. This includes compiling and coordinating efforts between different departments. She provides clients with a positive experience and helps build strong and productive relationships.

Prior to working at Quantum Strategies, Shannon has vast experience working in accounting, payroll, and benefits. She resides in Perkasie, PA with her husband and three kids. In her spare time, she loves to help with school activities and other nonprofit groups. She is currently a Girl Scout Leader for her twin girls troop. Being a role model to today’s youth, especially young girls, is very important to her.


Devis works in our HR department and specializes in Worker’s Compensation, NJ Family Medical Leave, and leave of absences. His knowledge and expertise regarding these compliance related requirements helps offer employees a smooth experience. His role also aids in unemployment and disability processes establishing communication between the State, private insurers, and the client.  Additionally, Devis assists with many other functions in the HR Department in areas as needed.

Devis received his Bachelors of Science in Marketing and Management from William Paterson University and his Masters of Science in Human Resource and Organizational Behavior from Lingnan University in Hong Kong. His diverse background has allowed him to take various leadership roles in different countries and learn new languages along the way. He is fluent in English, Italian, twi (native language of Ghana), and speaks little bit of Spanish.


As an experienced and detail-oriented payroll specialist, Ronise has a proven ability to perform a broad range of functions quickly and accurately in a fast-paced environment.

Ronise has been recognized for her dedication, work ethic, and for going beyond the call of duty to perform tasks to achieve goals in a deadline driven environment.

Prior to joining Quantum, Ronise worked as a Payroll Specialist with Lassonde Pappas & Co., a North American leader in private label beverage manufacturing. Ronise expanded her knowledge base of full cycle payroll and was responsible for processing multi-state payroll for weekly and bi-weekly pays, to include a Union plant. She was also responsible for, but not limited to; preparing journal entries, month end and quarter end reporting, 401k reconciliation, verification of employment request, and 3rd Party Sick entry and off cycle manual check-runs.


As a Marketing/Media Strategist, Andrea’s role is to cultivate and enhance Quantum Strategies social media presence in order to promote stimulating, creative and innovative content. Her focus is to generate additional customer clientele interest and satisfaction as well as stimulate expansion and revenue growth opportunities for Quantum.

Andrea is a graduate of Saint Joseph’s University with a Bachelor’s Degree in both Communications and Art.

Andrea enjoys running as well as exploring creativity- coming up with innovated marketing ideas, enhancing her photography skills, and engaging her artistic side through painting and drawing in my personal time. 


As a Financial Strategist and Senior Relationship Manager, Cindy builds relationships with clients, identifies their financial standing, and creates a tailor-made strategy to help them achieve their financial goals. Quantum’s multi-dimensional approach towards financial planning combines the experience of its planners and the investment knowledge of its analysts to create plans which suit clients’ goals, risk tolerance, and lifestyles. Keeping in mind, there’s no “one size fits all approach” when it comes to setting the course to achieve your financial goals. As clients’ families and businesses evolve, Cindy works to adjust their plans and strategies to meet each objective. She will help provide clients the superior quality of service that Quantum prides itself upon. In addition she uses her industry experience to become a lifetime resource for each client.

Cindy has been helping clients for 23 years by forming strategies and managing assets to help them meet their financial goals. Quantum draws upon her extensive knowledge to continue helping clients build their financial freedom.


Ali is a full-time intern at Quantum Strategies, with advancement into the Management Training Program concentrating on Benefits. Ali assists with client file management and compliance while supporting Quantum’s benefits services team.

Ali is a graduate from Neumann University with a bachelor’s degree in Psychology. While at Neumann University, Ali was a member of the volleyball team all four years and was named team captain for 2 years.

Prior to joining the Quantum team, Ali was a lead Beauty Advisor at Ulta Beauty. She brings her experience and knowledge in the customer service industry with her to Quantum. Ali currently resides in Wilmington De.


As an HR Associate, Karen will be supporting William Rizzo, Managing Partner and Chief Strategist. She provides travel arrangements and administrative and concierge services to Managing Partner while traveling and acts as the point of contact between the executives and internal/external client. In addition, she acts as a support role for the entire Quantum Strategies team for additional projects.
Karen has worked as an Administrative Assistant and Accounts Receivable/Payable for the past 10 years.
Karen was born and raised in Wilmington Delaware. She has raised two sons. She is involved in Attack Addiction and does fundraisers several times a year. Her favorite pass time is the beach, boating and fishing
